Convicted Child Rapist To Be Chemically Castrated

After serving a lengthy prison term, a child rapist who had been found guilty was given a chemical castration sentence.

Ryan Clark, a resident of Louisiana, pleaded guilty to all four counts brought against him earlier this month, including second-degree rape, molestation of a child under 13, and sexual battery.

Scott Perrilloux, the district attorney for Tangipahoa Parish, has since disclosed that the 34-year-old was given a punishment on March 14 to spend a total of 35 years in prison with the Department of Corrections.

"The first 25 years of his sentence is to be served without benefits, and he will receive credit for time served," explained Perrilloux.

"He also must make no contact with the victims, register as a sex offender for life, forfeit all parental rights to all children, and submit to chemical castration upon release."

An anaphrodisiac drug or other substance is used during chemical castration, a medical procedure, that stops the production of testosterone and dihydrotestosterone, the sex hormones. (DHT).

The reasoning behind this is that a reduced testosterone level may reduce the probability that the offender will commit additional sex crimes.

In 1996, California became the first US state to pass the law, allowing it to be applied as a condition of parole to repeat sex offenders who prey on minors under the age of 13.

Since then, several states—including Florida, Iowa, Georgia, Montana, Oregon, Texas, Wisconsin, Alabama, and Louisiana, where Clark was charged—have passed their own legislation governing the measure.

An individual in whom the victim had confided informed the Tangipahoa Parish Sheriff's Office of Clark's illicit conduct for the first time in July 2020.

He committed his offenses against the child for more than a year, and it was reported to the police.

A potential second victim was also found after an investigation during which the victim was questioned at the Children's Advocacy Center in Hammond.

Perrilloux continued: "From the information provided, a warrant was secured for Clark’s arrest, and he was taken into custody by TPSO on July 17 for the charges of sexual battery and molestation of a juvenile.

"With the discovery of more information, he was later charged with first-degree rape as well."

The lesser charge of second-degree rape "when the victim is prevented from resisting due to force or threats" was added to the other charges against Clark after he was indicted by a grand jury for first-degree rape when the victim is under the age of 13.

"Clark also has a prior conviction of misdemeanor carnal knowledge of a juvenile for receiving oral sex in a public place from a minor," the District Attorney added.

"He was sentenced to 128 days in the parish jail for that charge in 2015."
