Independent.co.uk reports that police charged one Timothy Blake with pandering obscenity, sexual imposition and two counts of menace by stalking.
The first reported incident took place in November, when a woman told investigators that a man was "lingering around her." She said when she passed the man, she felt something wet hit her.
The woman allegedly proceeded to run to a bathroom and found a sticky substance on her back and foot. She said when she walked out, the man was still watching her.

A second incident reportedly took place on December 28. According to CBS, officers arrested 26-year-old Timothy two days later after connecting him to a vehicle that matched the suspect's description.
At first, Timothy reportedly told police he had thrown egg yolks at his victims. When police told him they they'd tested the liquid, he is said to have admitted that it was really semen.

Officials say Timothy went on to admit to spraying women with semen, egg yolk or spit a dozen times.
"The defendant stated maybe it was his way of having sex with these women," wrote police in Timothy's affidavit.

In the November 2 case, Timothy reportedly told officers he targeted that particular woman because "she displayed exhibitionist characteristics and wanted to be noticed."
"It's not something that we've encountered before and after we arrested Mr. Blake, we asked him about it, and he said it was something that he had discovered on the internet and decided to try it," said Sheriff Mincks with the Washington County Sheriff's Office.
