The Philippines president gave an order of what to do with female rebels.
He told a group of former communist rebels: "Tell the soldiers…there’s a new order from the mayor. We won’t kill you. We will just shoot your vagina."
"If there is no vagina, it would be useless," he added.
The word vagina as replaced by a dash in the official transcript of the speech given on Feb. 7.
He criticised female rebels and told his soldiers to kill anyone in the organization whether male or female.
His spokesman, Harry Roque, blamed ladies for "overacting" to the President's remarks. "I mean, that's funny. Come on. Just laugh," he said.
In his election campaign talking about the 1989 jail revolt in which Australian women were killed and inmates lined up to rape her, he said:
"Was I mad because of the rape? Yes, that’s one. But, she was so beautiful, the mayor should have been first. What a waste."
MP representing the Gabriela Woman’s Party, Emmi de Jesus, said:
"He is pushing the fascist AFP to commit more bloody human rights violations and grave abuses of the international humanitarian law and takes state terrorism against women and the people to a whole new level."
Carlos Conde, a researcher for Human Rights Watch, said in a statement
"The latest in a series of misogynist, derogatory and demeaning statements he has made about women. It encourages state forces to commit sexual violence during armed conflict, which is a violation of the international humanitarian law."
Duterte has insisted he was just joking when challenged for ridiculous comments.
