There had to be multiple people involved that approved the creation of this. No one said no. No one suggested to maybe rethink the idea just a little. At least these kids have something to laugh at!
Hopefully this emergency exit never needed to be used. Otherwise a while other emergency would be created by the drop off. Maybe there's a trampoline on the ground that we can't see.
The person who put this toilet in is VERY confident that nothing will ever go wrong. Ever. No toilet emergencies here. And if something does go bad, just move. Pack your things and leave because nothing will save you.

How in the world does this happen? Did the house used to be on ground level, and instead of expanding out, they decided to go up? Did someone run out of materials to build a real wall and decided to throw a garage door on instead? The world will never know.
