Porucha Philips had chained by his ankle, and a girl was tied with a dog's leash, to the door. And these were not even her own children. Police said, of the children's condition,"both of them were dehydrated, had old bruises and new bruises, several scratches. The little girl had what appeared to be a fractured arm and injuries to her foot."

This neighbor called the police and doesn't care who knows it. There were 6 other children in the house, between 10 months old and thirteen years old.

She goes on to rant about how the children were treated and how horrified she was, even moreso because Porucha was 7 months pregnant.

She is proud that she took the initiative and helped those children. It has not yet been revealed why those children were at the house. Porucha was held on $150,000 bail and will be required to wear an ankle bracelet if she gets released.
