When in the business of writing news, it is always important to create an attention-grabbing headline. Headlines are what people first see when looking at newspapers or scrolling through online articles. If the headline doesn't attract them, then the less likely the article will be read.
People read headlines to get a feel of what the following article is about. If it's a subject that isn't relevant or uninteresting, obviously the reader will move on.
