Victorian prudes like Kellogg straight up hated sex and thought of it as a sin against the church and God. They thought that by pruning the peter they could somehow make it less pleasurable. Instead, they focused on the males that they wanted to tame from their lustful instin

Being circumcised does not prevent anyone from masturbating, as everyone knows. Though it was promoted for its beneficial health benefits, it actually does not stop or prevent any diseases or infections. When people bathed less, they could have become dirty and had a bacterial infection from the extra skin, but cleanliness is no longer an issue thanks to modern hygienic standards. The facts are that the foreskin provides a natural lubricant and can protect the glands from desensitization.

Circumcision has been found to only marginally reduce the risk of HIV transmission and provides only "little protection and should be considered as only one of several other prevention measures, including condom use," according to the Centers for Disease Control and Prevention. Their study finds that it can be of some benefit, it is not a disease prevention.

Many men, thanks to pornography and seeing other guys without foreskin, believe that women will find an uncut penis unattractive. However, a study showed that the opposite sex found that all penises look weird regardless of their size, shape or skin. There is no harm in being circumcised but there is also no benefit to it. The only reason why you're circumcised is because a 19th-century religious prude was trying to sell cornflakes.
