In the US the Federal Communications Commission has regulations that state each phone cannot exceed a certain radiation emission rate, and each has to be tested for their Specific Absorption Rate, or SAR.

The SAR is the rate at which radiation is absorbed into the body when you hold it up to your ear, and the maximum any phone can output is 1.6 watts per kilogram of weight.
