They put into act a law which requires that welfare recipients undergo drug testings. Seems to make sense, if you don't pass, you don't get the cash.
#2 The findings may surprise you
We have to admit, the findings of the study are confusing. Though 7,600 North Carolinians applied for welfare, only 89 underwent drug tests.

#3 21 of the 89 failed the test
That is nearly one quarter of those tested who came up positive for drugs, but North Carolina is presenting the findings differently.
#4 They say the results mean only .3 percent of the welfare population does drugs
Which would mean they are measuring the 21 positive tests against the 7,600 person total, not the actual 89 who were tested. Seems a bit deceptive, no?
