But no really, the real reason Wilson never showed his face is because the character was based on Tim Allen's real life childhood neighbor. Allen was too short to actually see over the fence so he never actually saw his neighbors real face.

It wasn't until the final curtain call during the final episode that Wilson's face was actually shown. That's him standing beside Richard Karn.

We never saw his whole face, but the Taylor's wise neighbor Wilson made an impression on Home Improvement all the same. Sadly Earl Hindman, who had previously appeared in Three Men & a Baby, Ryan's Hope, and many other film and television projects, passed away in 2003 at the age of 61.
