13 year old escapes captives

13 year old girl who hasn't been to school since the first grade, was held shackled by her ankles in the basement for over a year in TOLEDO, Ohio. Held by her step father and step brother Who fed her dry macaroni and tuna for every meal. She only had a bucket filled with ammonia to go to the bathroom in. Reports have said that she didn't appear malnourished.

Not the first time Social Services have been involved with the family

In 2014 Social Services was involved in an investigation of a little girl eating fries out of the garbage in a park. Social Services found no abuse or neglect of the children. Executive Director of Lucas County Children Services Robin Reese spoke at a press conference. She told reporters that prior to 2014 LCCS had referrals requesting a home study. Even though the family had many "eyes" on them in the community and neighborhood they some how managed to fly under the radar.

Escaped!

The 13 year old managed to free herself when her step father and step brother went out. She was found by Karen Loudermill who was working at her job cleaning offices at the Port Authority Building. Two co-workers were pointing at a little ratted haired girl eating a bun and carrying a backpack and some bags. Co-workers told Karen that the little girl was probably fine but she went to check things out anyway and thank God she did! Karen attempted to call the girls step father but when he answered he said said he'd call her back and hung up. Karen asked how she was treated at home. She said her step-brother, Esten Ciboro, also punishes her when she is shackled in the basement. Karen asked her if she was raped or molested to which she says the girl hesitantly said no. Karen then called the police. While waiting for the police Karen convinced her to come inside with her. In talking with her, the girl told the Karen that her mother had left her and her two siblings and went to Las Vegas. She then told her that her dad had taken her in but she had run away "because she gets in trouble for wetting the bed," for which he "puts handcuffs on her ankles" and "makes her sleep in the basement." She said she would be shackled for different amounts of time. One time lasting a year. Police also removed 2 other siblings, 10-year-old boy and a 9-year-old girl which are also now in foster care.

Timothy Ciboro, 53, and Esten Ciboro, 27

Timothy Ciboro is a former fire fighter. Chief Luis Santiago confirmed this and said he remembers him not being a good employee. Ciboro filed a harassment and wrongful termination suit against the city that year. He also filed a lawsuit against his union, Toledo Firefighters Local 92 for failure to represent, and a misuse of authority lawsuit against the arbitrator who heard his case.

Never expected

Neighbor Travis Bell told news reporter "They didn't want to talk at all," said Bell, of Timothy and Esten. "They weren't trying to get to know you." He said he had never seen the girl and didn't even know her name.

"I never thought anything like this would happen, that's sickening, that's nasty," said Bell. "If I would have (knew), I swear I would have kicked that door in."

$500,000 bond

Suspects were arrested when trying to leave the home. They face charges of endangering children by torture and cruel abuse and kidnapping to terrorize or to inflict serious harm. They are currently being held on $500,000 bond each.
